Aranđelovac, 16th November, 2014
Continuation of the 18th session of the European Integration Committee was held on November 16th, outside of the House of the National Assembly, in Aranđelovac. Session away from the House of the National Assembly is supported by the project "Strengthening the Oversight Function and Transparency of the National Assembly of the Republic of Serbia" that is being implemented by the United Nations Development Programme (UNDP) and the National Assembly, and financed by the Swiss Agency for Development and Cooperation (SDC).
On the second day of the session, on November 16th, in the seat of Aranđelovac Municipal Assembly, members of the Committee discussed the accessibility and use of IPARD funds (EU pre-accession funds for rural development).
The participants were greeted by deputy president of the Municipality of Aranđelovac, Miladin Jovanović. Mr Dragan Mirković gave a presentation on behalf of the Ministry of Agriculture and Environmental Protection, followed by the European Integration Office representative Darija Janjić and GIZ regional coordinator Ognjen Mirić who also gave presentations, as well as representatives of the local self-governments and civil sector in front of National Convention on the European Union.
Dragan Mirković presented the rural development support measures, financial aspects and structure of the IPARD programme and the work of the Directorate for Agrarian Payments. Darija Janjić and Ognjen Mirić spoke about the European Integration Office jurisdiction, international development aid programming, and decentralised management system of IPA funds. Members of the Committee were interested in the state of the real estate cadastre, in marking of agricultural allotments and mapping, accreditation process for use of IPARD funds, and food safety standards. During the discussion, the possibility of organization of public hearing on IPARD funds was also considered, and the Committee adopted the initiative.
The representative of the civil sector, Ivana Stefanović Ristin from Association Leader Plus, asked for access to the draft version of IPARD 2014-2020 programme, and also was interested in what way the beneficiaries could get information about the programme and how is rural development network going to be established.
Cluster representatives asked whether any incentive measures have been planned for beekeeping.
